SIM Registration Beyond Paper Forms.
A registration programme is not digitised merely because an agent uses a tablet. It needs evidence, accountability and a workflow that holds up at the last mile.
Replace paper workflow, not paper appearance
Moving a form onto a screen removes a transcription step. It does not, by itself, prove that the applicant, the document and the registration record belong together.
A modern programme links document evidence, a live capture, operator identity and a durable audit trail. Each control answers a different question: is the document credible, is the person present, are they unique, and who performed the registration?
The last mile defines the programme
Registration quality is set in shops, agent networks and field operations — where lighting, connectivity, training and incentives vary. Design the journey around those conditions, including guided recapture, device health checks and a clear path for exceptions.
Where a national identity database exists, use it deliberately. A 1:1 biometric comparison can validate a claim against a foundational record; a 1:N search can help enforce uniqueness at the relevant registry scope. Neither replaces clear policy or an accountable operator process.
A useful operating question
Ask what an investigator can reconstruct six months after registration: the evidence collected, the checks run, the device used, the agent responsible and every override. If the answer depends on recollection or a scanned form, the workflow is not yet defensible.
